I imagine the skills change to their PvP counterparts, for testing builds with the PvP versions. When the split skills were introduced, that zone defaulted to the PvE versions, which is kind of bad for a zone in the Battle Isles.

and yes the new master take you to a pvp skill version of the island to test pvp adjusted skills.
